For independent coaches and emerging community programs, consistent and affordable access to fields, gyms and training spaces can be one of the biggest practical barriers to building something sustainable.
Municipal priority systems, historical allocations, residency rules, insurance requirements, application deadlines and permit costs can make it difficult for new programs to gain a foothold.
